NatRoad has welcomed the passage of the Heavy Vehicle National Law (HVNL) Amendment Bill through parliament, calling it an important step toward modernising Australia’s transport regulations — but says operators still lack the clarity needed to prepare for major changes ahead of July 2026.
While the Bill sets the framework for reform, the detailed instruments that operators will rely on — including new fatigue, mass and maintenance regulations, updated standards, and supporting guidelines — are still being developed.
NatRoad CEO Warren Clark said the uncertainty is already affecting operators planning for next year.
“This Bill is a significant step towards modernising Australia’s heavy vehicle regulatory framework, however the details operators will rely on are still being developed,” Clark said.
He added that NatRoad will continue advocating to ensure the new rules are “practical, nationally consistent, and workable on the ground”, noting the transition will require clear communication and realistic timeframes.
What’s changing under the reforms
Once the package is fully implemented, operators can expect:
- More flexible fatigue arrangements guided by risk-based advice
- Updated accreditation and audit requirements, aimed at reducing duplication
- Stronger compliance and chain-of-responsibility alignment across jurisdictions
- Greater use of digital systems for recordkeeping and reporting
- A staged transition through 2026–27 to give businesses time to adjust
Clark acknowledged there will be a period of ambiguity while the regulations are finalised, but said operators ultimately need certainty to update systems, train staff and make informed compliance decisions.

To help operators prepare, NatRoad will run a full support program throughout 2026, including:
- Plain-English guides explaining the changes
- Compliance checklists and tools
- Regular updates as regulatory details are released
- Phone support for members working through the transition
Member feedback will also continue to shape NatRoad’s advocacy with the National Heavy Vehicle Regulator (NHVR), the National Transport Commission (NTC), and state and territory governments.
